The Las Vegas–LA electric high-speed rail line just broke groundMichelle Lewis | Apr 22 2024 - 12:00 pm PTBrightline West, a future electric high-speed rail line between Las Vegas and Los Angeles, broke ground today in Nevada.On December 6, 2023, Electrek reported that the Biden administration awarded Brightline West $3 billion in funding. The money was part of $6 billion previously earmarked for high-speed rail, and came from the Biden administration’s Bipartisan Infrastructure Law as part of its Federal-State Partnership Program. (The other $3 billion will go to the public high-speed Los Angeles to San Francisco rail project, which has more than 100 miles of a high-speed line under construction.)Brightline West will be a privately owned, 218-mile, all-electric high-speed rail service that will include a flagship station in Las Vegas (pictured above), with additional stations in Apple Valley, Hesperia, and Rancho Cucamonga. At speeds of more than 186 miles per hour, trains will take passengers from Las Vegas to Rancho Cucamonga, which is 37 miles east of downtown Los Angeles, in just 2 hours and 10 minutes – twice as fast as the normal drive time. Florida-based Brightline Holdings is expected to model the Las Vegas-LA rail line on its high-speed route between Miami and Orlando – the US’s only privately owned and operated intercity passenger railroad.Brightline West estimates it will remove 3 million cars from I-15 annually, reducing over 400,000 tons of carbon emissions annually. It also anticipates creating an astounding 35,000 union jobs.     President Joe Biden is a self-described train fan, commuting between Washington, D.C. and Delaware on Amtrak for decades as a senator. Now to beef up U.S. passenger rail, his administration is doling out more than $8 billion, including funds for two high-speed trains in California and Nevada.The Transportation Department’s Federal Railroad Administration is releasing $8.2 billion from the 2021 Bipartisan Infrastructure Law to help fund 10 passenger rail projects across the country, including about $3.1 billion for California to complete the first 171 miles of its $100 billion bullet train system and $3 billion for Brightline West, a 218-mile high-speed line from Las Vegas to suburban Los Angeles. Additional grants will improve busy passenger rail corridors in Virginia, North Carolina and Washington, D.C., and upgrade Chicago’s Union Station.

    In the last two weeks, the US Department of Transportation has announced major investments in non-car transportation: $8.2 billion in grants for national intercity rail projects and $813 million in grants for street safety projects, including pedestrian improvements, bike lanes, etc. See https://lnkd.in/ekuHX7jf and https://lnkd.in/eniz_fQv. There is a total of $71 billion in federal funding for rail and active transportation from the 2021 Bipartisan Infrastructure Law, on top of separate funding streams for infra-city public transit and mass transit decarbonization, not to mention state and local funding sources.As a sustainable transportation and infrastructure nerd and advocate, this is very exciting and I'm excited for projects to go from heaps of PDFs to actual concrete in the ground. It also got me thinking about how, as a climate finance analyst tracking past spending and estimating future needs to reach climate goals, I can more accurately estimate the costs of projects related to transport mode shift. There is uncertainty as to which decarbonization pathway every sector in the economy will follow, but modellers can at least make a decent guess as to how many gigawatts of solar and wind will be required in the energy system, for example. In mass transit and active transportation, the pathways are more opaque because:1) public transit operates as a network - an incredible bike lane or train line is of no use if it doesn't connect to other transit facilities or to places people want to go. 2) we could provide an almost limitless amount of improvement to these systems to increase mode shift and quality of the experience - New York City has a transit share nearly twice as large as any other city, and still has a $50 billion 5-year capital plan that left a lot on the cutting room floor.3) related factors like housing availability, density, and funding for transit operations will impact uptake of non-car transportation and therefore the efficiency of and need for these infrastructure funds.Let me know if you're aware of any good global or US-specific estimates of the amount of funding needed for mass transit and non-car transportation!

    “Transportation agencies are engineering-focused institutions, and they spend more time than the average person on planning,” says Nick Nigro, founder of Atlas Public Policy, a firm that analyzes transportation. “The first 12 to 18 months of NEVI was just that—ramping up, hiring people, building capacity. What transportation agencies are also very good at as engineering institutions is putting money out into the street and building infrastructure. So, I would expect before the end of this year that most states will have live stations or stations under construction.” The funding should ultimately build around 5,000 fast charging stations with 20,000 charging points.https://lnkd.in/gxFb9tFd
